If you restart the unit immediately after stopping it, the compressor does not start to operate for 3 minutes to prevent the fuse from blowing.
When there is a power failure, the circuit protection prevents the unit from restarting for 3 minutes after power comes back on.
Similarly, on HEATING mode, the indoor unit will not start to blow air until the indoor coil has heated up. This feature is designed to stop cool air blowing at the user.
